Wu Tao, Vice President and Secretary-General of the China Construction Industry Association, Li Peng, Deputy Secretary-General, Liu Jinzhang, President of the Construction Enterprise Management and Labor Management Branch of the China Construction Industry Association, Deputy Secretary of the Party Committee and Vice President of China Construction Group Corporation, Han Xingzheng, Ma Guorong, Nie Gaogui, Cai Jie, Zheng Yanwen, Wang Xing, Yang Wanyong, Li Shupu, Leng Shuangde, He Yuxi, Guo Hongwei, Huang Houjie, Vice Presidents of the Construction Enterprise Management and Labor Management Branch of the China Construction Industry Association; Xing Zuoguo, Secretary-General; and more than 350 directors and member representatives attended the meeting, which was presided over by Vice President Li Qiang.
Li Peng, Deputy Secretary-General of the China Construction Industry Association, read out the China Construction Industry Association's "Approval on the Renewal Plan of the Construction Enterprise Management and Labor Management Branch." The meeting deliberated and adopted the work report of the Second Council of the Labor Service Branch, an explanation of the financial receipts and payments, the working methods, the membership fee standard, and the application for membership of 358 units, and elected the main leading members of the Third Council. Liu Jinzhang was elected as the President of the Third Council, Ma Guorong and 23 other comrades were elected as Vice Presidents, and Xing Zuoguo was elected as Secretary-General. Liu Jinzhang, President of the Third Council, made a statement on behalf of the new leadership team.
Vice President Wu Tao, in his speech, fully affirmed the work of the Second Council of the Labor Service Branch. He pointed out that in the past few years, the Labor Service Branch has earnestly fulfilled its purpose of "providing services, reflecting demands, and standardizing behavior," focusing on the management of construction enterprise operations and labor services. Its service guiding ideology is clear and its themes are prominent; its service content is practical and down-to-earth; its service forms are innovative and flexible. It has carried out a series of highly effective and creative works in conducting research, assisting the Ministry of Housing and Urban-Rural Development in strengthening industry management and credit building, organizing industry skills competitions, implementing the real-name registration system for construction labor, and poverty alleviation through construction labor, fully playing a bridging and connecting role. It is an important branch among the Association's 22 branches. He put forward five requirements for the new leadership team of the branch: first, to be market-oriented, focusing on the theme of transforming the industry's development mode and taking the upgrading of construction enterprises as the main line to improve the quality and level of association services; second, to consolidate the achievements of the "Two-Year Action Plan for Engineering Quality Governance", inherit Luban culture, and promote the spirit of craftsmanship; third, to work hard in in-depth investigation and research and reflecting demands; fourth, to run the association by relying on members and to develop the association by relying on members; and fifth, to continue strengthening the standardized construction of the secretariat and create a "service-oriented, self-disciplined, harmonious, and enterprising" association.
Meeting representatives also visited the Shenye Shangcheng project, constructed by China Construction Eighth Engineering Bureau, for observation and exchange on the real-name registration management of construction labor.
