The meeting focused on in-depth study of General Secretary Xi Jinping’s important speeches and instructions on Party discipline learning and education, fully implemented the instructions and requirements of the Central Committee, the Provincial Party Committee, the Provincial State-owned Assets Supervision and Administration Commission, and the Shaanxi Construction Holding Group Party Committee, carefully studied the "Regulations of the Communist Party of China on Disciplinary Punishment", deepened the use of cases to explain morality, discipline, law, and responsibility, and educated and guided Party members and cadres to more consciously learn, understand, clarify, and abide by discipline, providing a strong political guarantee for the high-quality development of the Group. Luo Baoli, Party Secretary and Chairman of Shaanxi Construction Installation Group, attended the meeting and gave a special Party lecture on Party discipline learning and education. Li Feng, Deputy Secretary of the Party Committee and General Manager of Shaanxi Construction Installation Group, and other members of the leadership team attended the meeting.

    Yang Weibing, Minister of the Organization Department and Minister of the Publicity Department of the Beilin District Commission for Discipline Inspection and Supervision Committee of Xi'an City, gave a lecture around the newly revised "Regulations of the Communist Party of China on Disciplinary Punishment", combined with the characteristics of the Shaanxi Construction Installation Group industry, focusing on three aspects: understanding the essentials of Party discipline learning and education, comprehending the rules of the disciplinary punishment regulations, and safeguarding the bottom line of discipline for Party members and cadres. This guided the Party members and cadres of the group to truly achieve learning discipline to correct thinking, knowing discipline to introspect, understanding discipline to be in awe, and abiding by discipline to act diligently.

    In his special Party lecture on Party discipline learning and education, Luo Baoli emphasized that launching Party discipline learning and education throughout the Party is a major decision made by the Party Central Committee with Comrade Xi Jinping at its core, and is an important measure to strengthen Party discipline building and promote the in-depth development of comprehensive and strict governance over the Party. All Party members and cadres of the Group should, with a high sense of political responsibility and mission, know awe, maintain a sense of fear, and uphold the bottom line, carry forward the spirit of self-revolution, enhance political determination, disciplinary determination, moral determination, and anti-corruption determination, promote the in-depth development of comprehensive and strict governance over the Party, and create a clean and honest environment for the high-quality development of the enterprise.

    Regarding further carrying out Party discipline learning and education in the Group, Luo Baoli made the following requirements: First, enhance political standing and transform discipline and rules into political consciousness, ideological consciousness, and action consciousness. Second, focus on key tasks and engrave discipline in one's heart, internalizing it into daily behavior that is unconscious. Third, tighten and implement responsibilities, and use strict discipline to promote the in-depth development of comprehensive and strict governance over the Party. Fourth, serve the overall development, and use the results of the high-quality development of the enterprise to test the effectiveness of Party discipline learning and education.

    At the meeting, the attendees watched the warning education film "Jointly Promoting the Inability, Unwillingness, and Dare Not to Be Corrupt".

    He Wentao, Party branch secretary and manager of the Seventh Engineering Company; Zhang Fengting, Minister of the Group's Finance Department; an assistant manager of the First Engineering Company; and Zhang Xiaokang, Party branch secretary and project manager of the Shaanxi Wright Project, shared their experiences in Party discipline learning and education.

    Ma Lin, Deputy Secretary of the Disciplinary Committee and Minister of the Disciplinary Inspection and Supervision Department of Shaanxi Construction Installation Group, presided over the meeting. The meeting was attended by middle and above-level personnel from various functional departments of the Group headquarters, managers and secretaries of subordinate units, secretaries of the Disciplinary Committees, heads of disciplinary inspection work, deputy managers in charge of production and operation, and project managers of some key projects.
