To the Housing and Urban-Rural Construction Departments of all provinces and autonomous regions, the Municipal Construction Committees of municipalities directly under the Central Government, and the Construction Bureau of the Xinjiang Production and Construction Corps:
In order to implement the "Notice of the General Office of the Ministry of Housing and Urban-Rural Construction on Solidly Promoting the Construction of the Integrated Work Platform for Construction Market Supervision" (Jian Ban Shi Han [2017] No. 435, hereinafter referred to as the "Notice"), standardize the work of collecting and inputting engineering project information, and ensure the authenticity of engineering project information on the national public service platform for construction market supervision (hereinafter referred to as the "public service platform"), the following matters are hereby notified:
I. Strengthen Platform Application and Standardize Data Sources
All levels of housing and urban-rural construction authorities should, in accordance with the requirements of the "Notice", solidly promote the construction of the integrated work platform for construction market supervision, strengthen the application of the platform in the business of construction market supervision, and ensure that platform data is generated from daily business activities. Provincial housing and urban-rural construction authorities should further improve the functions of the provincial platform, guide and serve relevant entities in the construction market to handle various businesses through the platform in a timely manner, and prevent the "separation" of business handling and platform use. The provincial platform should cover the daily supervision business of the construction market in all cities and counties within its administrative region. All levels of platforms using the data docking model should maintain data consistency, and business data should be uploaded to the provincial platform in a timely and accurate manner, and then uploaded from the provincial platform to the public service platform to ensure the achievement of the informatization work goal of "one database, one supervision network, and one management line" for the national construction market.
II. Strengthen Supervision and Inspection and Seriously Deal with Falsification
All regions should strengthen the supervision and inspection of the engineering project information that has been included in the integrated work platform for construction market supervision, improve the normalized supervision mechanism, and use various methods such as regular inspections and random checks to supervise the authenticity of the information. Local authorities can combine their actual situations to study and utilize information technology means such as big data and artificial intelligence to achieve comparative analysis of platform data, discover supervisory clues, and issue timely warnings; engineering project information that does not conform to the actual situation should be corrected in a timely manner, and units or individuals who falsify information during the process of information collection and input should be dealt with seriously in accordance with relevant regulations. For regions where falsification is frequently discovered, our company will issue a public criticism.
III. Promote the Construction of a Credit System and Create a Market Environment of Honesty and Law Abidance
All regions should earnestly implement the "Interim Measures for Credit Management of the Construction Market", combine local realities, formulate implementation rules, timely disclose the credit information of construction market entities such as construction enterprises and registered personnel, accelerate the construction of a credit system for the construction market, regulate the order of the construction market, and create a market environment of fair competition and honesty and law abidance. For enterprises that use false materials or deceptive means to obtain qualifications, our company will, in accordance with relevant regulations, include them in the "blacklist" of construction market entities and expose them to the public on the public service platform.
Please have all provincial authorities comprehensively summarize the collection and transmission of engineering project information in their respective regions, form a summary analysis report, and submit it to our company before April 30, 2018.
