The provincial development and Reform Commission recently issued the notice on doing a good job in promoting PPP mode,requiring all localities to do a good job in PPP work in the field of traditional infrastructure,strengthen organization and implementation,and further promote PPP mode.
The notice requires that all localities should strictly implement investment management procedures such as project approval,approval and filing,and guide project implementation agencies to fill in and improve warehousing project information.The supplementary recording and information improvement of PPP projects launched since 2015 shall be done at the same time.All localities should pay attention to the strategic guidance and overall coordination of development planning and investment policies,put forward opinions and suggestions on the promotion of the three-year plan of local PPP model and plans for relevant policies and measures,and plan a number of major PPP projects in the next three years.On this basis,the provincial development and Reform Commission will prepare the"three-year action plan for government and social capital cooperation(PPP)in the province's traditional infrastructure field(2017-2019)".
The notice specifies that from 2017,the initial expenses of PPP projects will focus on supporting PPP innovation in the field of major municipal projects and promoting the PPP model in areas with tangible results.Our province will continue to organize institutions such as the provincial financial holding group and the provincial engineering consulting center to go deep into the municipal and county governments and implementation units for free and accurate training to improve the business ability of staff engaged in PPP.All localities should actively carry out PPP innovation in major municipal projects in small and medium-sized cities,strengthen cooperation with housing and urban rural development departments,jointly promote the implementation of representative projects,publicly promote projects with mature preliminary work and negotiation conditions to the public,and publicize PPP work trends,interpretation of policy documents,project promotion and release,as well as effective and influential PPP projects through various publicity media,Build a platform for social capital to participate in PPP projects,and further guide the public to pay attention to and support the promotion of PPP model.
