In order to further promote the supervision of survey and design in the province,standardize various survey and design market activities,and strengthen the supervision during and after the event,according to the regulations on the administration of survey and design of construction projects,the regulations on the administration of construction market of Shaanxi Province and other relevant provisions,and in combination with the actual situation of our province,the Provincial Department of housing and urban rural development recently organized the formulation and issuance of the measures for the supervision and administration of survey and design enterprises of construction projects in Shaanxi Province(hereinafter referred to as the measures),Effective as of March 1,2017.
It is understood that in order to strengthen the management of construction engineering survey and design enterprises in our province,ensure the quality of construction engineering survey and design,and safeguard the legitimate rights and interests of all parties in the market,the measures require the competent housing and urban rural construction departments at all levels to supervise the engineering survey enterprises(Institutions),mainly to supervise and inspect the qualification,business activities,employees,survey and design performance and quality of survey and design enterprises,And clarify the specific scope of supervision and inspection.
The measures pointed out that the supervision and inspection mainly take the form of centralized supervision and inspection,temporary random inspection and patrol inspection.The centralized supervision and inspection is carried out once a year and organized and implemented in the way of"double random and one open".It mainly inspects the survey and design enterprises with projects under construction.The centralized inspection will be carried out in strict accordance with the procedures formulated in the measures.The number of survey and design enterprises inspected in the inspection stage shall not be less than 50%of the total number of survey and design enterprises within the jurisdiction,and not less than 20%in Xi'an.After supervision and inspection,the enterprise is qualified if it meets the relevant regulations,and unqualified if it fails to meet one of the specified standards.The measures clarify the handling methods of enterprises in the province and enterprises in other provinces that fail to pass the supervision and inspection,and notify the enterprises or individuals that have serious violations in the inspection,which are listed as key supervision objects.
The measures also unify the management measures for establishing and improving the integrity archives management system of survey and design enterprises and employees,engineering survey outside the province(Overseas),business registration of design enterprises in Shaanxi,establishing and improving the information management system of survey and design market,and investigating and dealing with fraud of qualification.At the same time,the supervision and management of survey and design projects,the supervision and management of the implementation of lifelong accountability for the quality of construction project leaders within the jurisdiction,the interview system for the legal representative of illegal survey and design enterprises,and the supervision and management of survey and design bidding activities shall be clarified.
According to the requirements of the Provincial Department of housing and urban rural development,the competent departments of enterprises(Institutions)engaged in survey and design and housing and urban rural construction industry in the administrative region of the province shall abide by these measures,and the competent construction administrative departments at all levels shall be responsible for the supervision of survey and design enterprises(Institutions)within their jurisdiction.It is reported that the measures will be implemented from March 1,2017 to February 28,2022,and will be valid for five years.(Ma Xuan)
