Housing and urban rural development departments of all provinces and autonomous regions,construction commissions of municipalities directly under the central government and Construction Bureau of Xinjiang production and Construction Corps:
In order to implement the notice of the general office of the Ministry of housing and urban rural development on Solidly Promoting the construction of the integrated work platform of construction market supervision(Jian ban Shi Han[2017]No.435,hereinafter referred to as the notice),standardize the collection and entry of project information,and ensure the authenticity of the project information of the national public service platform for construction market supervision(hereinafter referred to as the"public service platform"),the relevant matters are hereby notified as follows:
1、Strengthen platform application and standardize data sources
The competent departments of housing and urban rural construction at all levels shall,in accordance with the requirements of the notice,solidly promote the construction of the integrated work platform of construction market supervision,strengthen the application of the platform in the supervision business of construction market,and ensure that the platform data is generated by daily business activities.The provincial competent department of housing and urban rural construction shall further improve the functions of the provincial platform,guide and serve the relevant subjects of the construction market to handle various businesses through the platform in time,and prevent the use of"two skins"between business handling and the platform.The provincial platform shall cover the daily supervision business of the construction market in all cities and counties within its administrative region.Platforms at all levels adopting the data docking mode should keep the data consistent,and the business data should be uploaded to the provincial platform in time and accurately,and uploaded from the provincial platform to the public service platform,so as to ensure the realization of the informatization goal of"one database,one network for supervision and one line for management"in the national construction market.
2、Strengthen supervision and inspection and seriously deal with fraud
All regions should strengthen the supervision and inspection of the project information that has been put into the warehouse of the integrated construction market supervision platform,improve the normalization supervision mechanism,and adopt various methods such as regular inspection and random inspection to supervise the authenticity of the information.All regions can study and use big data,artificial intelligence and other information technology means to realize the comparative analysis of the platform data in combination with the actual situation,find the supervision clues and give early warning in time;The project information that does not conform to the actual situation shall be corrected in time,and the units or individuals that commit fraud in the process of information collection and entry shall be seriously dealt with in accordance with relevant regulations.We will circulate a notice of criticism to the areas where more fraud is found.
3、Promote the construction of integrity system and create a market environment of integrity and law-abiding
All regions should conscientiously implement the Interim Measures for credit management of the construction market,formulate implementation rules in combination with local conditions,timely disclose the credit information of construction market subjects such as engineering construction enterprises and registered personnel,accelerate the construction of integrity system of the construction market,standardize the construction market order,and create a market environment of fair competition,integrity and law-abiding.For enterprises that use false materials and obtain qualifications by deception,our company will list them in the"blacklist"of construction market entities in accordance with relevant regulations and expose them to the society on the public service platform.
All provincial competent departments are requested to comprehensively summarize the information collection and transmission of local engineering projects,form a summary and analysis report,and submit it to our company before April 30,2018.
